COMPETITION POLICY
Promotion and Relegation; Placement of New Teams; Special Placement of Teams
1. In general, it is the policy of AMSA to promote reasonable parity of competition within each division, without diminishing healthy competition.
2. Promotion and Relegation: One-up, one-down, subject to the following:
a. If the top team does not want promotion, it shall be offered to the other teams in the division, according to their standing.
b. If no team wishes to be promoted, the top team shall nevertheless be promoted if a majority of the division wish them to be promoted.
3. A new team shall be placed in a division whose competitive level most closely matches their own. Decisions regarding placement shall be made by the President, Chairman of the Competition Committee, Administrator and the Commissioners of the affected divisions. New teams shall furnish information about their competitive level, including the age and experience of their players. When a placement-decision is not clear, a new team shall be placed in a division having an odd-number of teams, in preference to one having an even-number of teams.
4. If a team clearly demonstrates that it is significantly stronger or significantly weaker than the other teams in its division, but is not eligible for promotion or relegation, the team may nevertheless apply for special placement in a different division. Decisions regarding special placement shall be made by the President, Chairman of the Competition Committee, Administrator and the Commissioners of the affected divisions. Decisions shall be based primarily on whether a team has won (or lost) all of its games and by what score. When a special placement-decision is not clear, a team shall be placed in a division having an odd-number of teams, in preference to one having an even-number of teams.
